Union Home Minister Amit Shah announced on September 16, 2026, that the government has officially classified the Pakistan-based Shahzad Bhatti Network (SBN) as a terrorist organization under India’s Unlawful Activities (Prevention) Act. The decision follows Prime Minister Narendra Modi’s strong stance against terrorism, aiming to combat it completely.
The SBN is accused of smuggling arms, explosives, and narcotics across borders. It also allegedly incites young people and petty criminals to engage in terrorist activities. The group targets India’s democratic system and communal harmony by spreading hate through digital content on platforms like X.
A gazette notification issued under Section 35(1)(a) of the UAPA added “Shahzad Bhatti Network (SBN)” to the First Schedule of the Act, which lists banned terrorist groups. The government believes SBN is involved in terrorism and has carried out several terrorist acts in India.
The notification highlights that SBN recruits young individuals and local criminals for smuggling and terrorist activities, posing a serious threat to India’s security. It also mentions criminal cases against alleged SBN members under various laws, including the UAPA, Arms Act, and Information Technology Act.
With this addition, SBN becomes the 46th group designated as “terrorist” under Indian law. The notification states that SBN promotes terrorism through violent activities and uses digital platforms to spread provocative messages, challenging India’s unity.
