The term “double-engine government” is commonly used by the BJP to describe a situation where the same party is in power at both the Centre and in a state. The idea is that governments at both levels can work together more closely on policies, development projects and administration.
Telangana, however, took a different political path in December 2023, when voters elected a Congress-led government. The Congress presented its government as a change from the previous administration and promised greater transparency, accountability and a different style of governance.
Nearly two years into the new government, questions have emerged about how clearly this promised change can be seen in practice. Critics and political observers have pointed to areas where the policies and development approach of the state government appear similar to broader national priorities.
This forms the first part of a three-part examination of the relationship between Telangana’s state government and the BJP-led Union government. The first part focuses mainly on policy and infrastructure, where similarities or differences between the two levels of government can be more easily identified.
Infrastructure projects are an important part of this discussion. Decisions involving roads, transport, urban development and other major projects often involve cooperation between state and central authorities. Such cooperation can sometimes make political differences less visible, particularly when both governments have an interest in moving projects forward.
The second part of the series will examine the political side of the relationship. It will look at public statements, political criticism and the focus placed on one BJP minister, while also considering issues that receive less public attention.
The third part will explore a broader question: why does cooperation between governments sometimes continue even when their political positions appear different?
The Telangana experience provides an opportunity to examine how political differences and administrative cooperation can exist at the same time. Looking at policy decisions, infrastructure projects and political statements together can provide a clearer picture of how the relationship between the state and Centre is developing.
