The Association of Senior Living India (ASLI) today released Silver Surge 2.0 – From Places to Care: Building India's Senior Care Continuum, its second annual report on India's ageing ecosystem, prepared with the active support of PwC India. Released at the 7th ASLI Ageing Fest 2026, the report highlights the need to develop senior living and care as interconnected components of India's ageing infrastructure. While the first edition of Silver Surge made the case for capital and investment, the second edition examines how India's growing senior living ecosystem must be complemented by accessible, professionally delivered care across different stages of ageing. The report draws on public data, JLL–ASLI market estimates and the PwC–ASLI Senior Care Industry Survey to examine the gaps in care infrastructure, financing, workforce capacity and quality standards. “A home is a place. Care is a promise,” said Rajagopal G, Chairman, Association of Senior Living India (ASLI). “India has over 166 million seniors today, yet organised senior living penetration is barely 1.5%. Even more striking is the care gap. We have only few thousands of organised assisted-living beds comprising less than 10% of organised senior living stock against 24–29% in mature markets while an estimated 8.8 million Indians are living with dementia and 12.2% of seniors have supportive or palliative care needs. These numbers tell us that the opportunity is not merely about building more senior homes, but about creating an integrated ecosystem where independent living, assisted living, rehabilitation, memory care and home care are available as needs evolve. Living and care must become inseparable parts of India's ageing conversation.” “Families are looking for more than a home for their parents. They want the assurance of independence, dignity and appropriate care when needed. With 75% of surveyed providers identifying workforce training as a priority, the next phase of expansion must bring together skilled caregivers, sustainable financing and measurable quality standards. At ASLI, our focus is on enabling this transition through coordinated action by government, investors, operators and healthcare providers. The true measure of progress will not simply be how many homes or care beds we build, but how well we enable India's seniors to live and age” he added. The growing need for an integrated care continuum The report highlights that India's organised senior living supply has grown at 14.2% annually since 2024, yet penetration remains at approximately 1.5%. The care infrastructure gap is particularly significant. Assisted living accounts for less than 10% of organised senior living stock, compared with 24–29% in mature markets. India has approximately 2,100 organised assisted-living beds today, while an estimated 8.8 million seniors live with dementia. The report identifies six essential layers of care: wellness and chronic care, home care, assisted living, transition and rehabilitation care, memory care, and palliative and end-of-life care. It emphasises the importance of connecting these services to ensure continuity as seniors' health and functional needs change. Financing, workforce and quality: The priorities for expansion Silver Surge 2.0 acknowledges recent policy progress, including expanded health insurance coverage for seniors aged 70+ and the Union Budget 2026–27 initiative to train 1.5 lakh caregivers. However, long-term care, assisted living, rehabilitation and home-based services continue to be largely financed out of pocket. The report calls for innovative financing solutions, insurance coverage for out-of-hospital care, structured caregiver training and common quality standards. It also proposes preliminary care-quality indicators to encourage transparency, accountability and continuous improvement across senior care providers. S.C.A.L.E.: A roadmap for the next phase The report introduces the S.C.A.L.E. framework, outlining 14 recommended actions for 2026–27 across five pillars: S – Standards & Policy C – Capital & Financing A – Assisted & Continuum Care L – Labour & Workforce E – Enabling Technology. The framework provides a coordinated agenda for government, industry, insurers and investors to strengthen India's ageing ecosystem. “The next phase of India's ageing journey must be measured not merely by the number of homes or care beds created, but by the quality of life we enable. Our collective responsibility is to build an ecosystem that supports independence when possible, provides care when needed and preserves dignity throughout,” added Rajagopal.
