Haryana MBBS Students Seek Clarity on Bond Policy

MBBS students in Haryana’s government medical colleges are facing confusion over the state’s “Service Incentive Bond” policy. They have requested clear administrative and policy explanations, asking for full disclosure of service terms and safeguards before agreeing to the policy.

The policy, introduced in 2022, encourages medical graduates to work in government service after completing their MBBS degrees. It applies to students from the 2020-21 academic session onwards in both government and government-aided medical colleges in Haryana.

Under this policy, students must sign a tripartite agreement between themselves, a bank, and the state government. In return, they are expected to serve in government medical positions after graduation. The bond amount is ₹30 lakh minus the total annual fees paid. Female candidates are given a 10% concession on the bond amount as an incentive.

Students have expressed the need for clarity on the rules, including the exact terms of service, repayment conditions, and legal protections. They stress that clear communication from the government is necessary so that students can make informed decisions about whether to accept the bond.

The debate highlights the balance between encouraging government medical service and ensuring that students are fully aware of their commitments and rights.
