External Affairs Minister S. Jaishankar has highlighted the growing role of artificial intelligence (AI) in strengthening international peace, security and maritime safety.
Speaking at an event in New York on the sidelines of the 81st United Nations General Assembly, Jaishankar discussed both the opportunities and risks linked to the rapid development of AI. He stressed the need to use the technology for public benefit while ensuring that its possible security risks are properly addressed.
Jaishankar said AI and maritime security are important areas for India at the United Nations. He referred to the New Delhi Declaration, which supports wider and more equal access to AI resources, the development of secure AI systems and investment in human skills.
The minister said AI could bring major improvements to maritime safety. Advanced AI systems can help improve awareness at sea, support search-and-rescue operations, identify suspicious activities and strengthen the security of ports and other important infrastructure.
At the same time, Jaishankar warned that the same technology could also create new security challenges. AI could potentially be used for advanced surveillance, cyberattacks against ships and attacks targeting underwater communication and infrastructure systems.
He also highlighted concerns about the increasing use of autonomous technologies in maritime operations. As machines become capable of making decisions with less human involvement, questions could arise over who is responsible when something goes wrong, how decisions are monitored and how quickly action can be taken during emergencies.
Jaishankar stressed that existing international rules must continue to guide the use of emerging technologies. He pointed to the UN Charter and international law, including the law of the sea, as important frameworks for responsible state behaviour.
The minister also called for greater transparency and trust among countries. He said international cooperation would be important to ensure that AI development remains safe, responsible and beneficial.
As AI becomes increasingly connected with maritime operations and global security, countries face the challenge of balancing technological innovation with safety and accountability. India has called for continued international dialogue to address these challenges while ensuring that the benefits of AI are widely shared.
