Supreme Court Clarifies Limits on Governor’s Delays

A five-judge Bench of the Supreme Court issued a joint opinion saying that the
court cannot set deadlines for Governors or the President on how quickly they
must act on State Bills handled under Articles 200 and 201 of the Constitution.
However, the judges also made it clear that Governors cannot delay decisions on
purpose. They cannot use their position to stall, avoid action, or block laws
passed by State legislatures by simply not responding for a long time.
