BRICS Forum Condemns Terrorism and Pushes for UN Reforms
The BRICS Parliamentary Forum issued a joint declaration on October 27, 2026, following a two-day meeting. The declaration strongly condemned the 2025 Pahalgam terror attack in Jammu and Kashmir, India, which killed 26 people. The participating countries also condemned terrorism in all its forms and called for stronger international cooperation to prevent terrorist activities and protect innocent people.
The forum stressed that terrorism remains a serious global threat and requires a united response from countries around the world. Members called for terrorists to be held accountable through fair legal processes and in accordance with international law. They also stated that terrorism should not be linked to any particular religion, nationality or community, as such generalisations can lead to discrimination and misunderstanding.
The declaration also highlighted the importance of respecting national sovereignty and the internal affairs of other countries. BRICS members called for international cooperation based on mutual respect and adherence to international law.
The declaration also criticised economic sanctions imposed by individual countries without broad international agreement. BRICS members argued that such measures can negatively affect ordinary people, especially by limiting access to healthcare, food and other essential services. They called for greater attention to the impact of economic restrictions on human rights and people’s daily lives.
Another major issue discussed at the forum was reform of the United Nations. Members said the UN Security Council should become more fair and representative of the current world order. They called for changes that would give a wider range of countries a stronger voice in international decision-making. According to the declaration, reforming global institutions is important for improving international cooperation and addressing modern challenges.
The forum also discussed conflicts in West Asia, including the Israeli-Palestinian conflict. BRICS members supported a two-state solution, which would allow Israel and Palestine to exist as two independent states living in peace and security. They expressed concern about rising tensions in the region and condemned attacks against civilians and humanitarian workers. The declaration highlighted the need to protect innocent people and ensure that humanitarian assistance can reach those who need it.
Climate change was another important topic at the meeting. The members called for stronger cooperation between countries to achieve the goals set by the United Nations. They stressed that governments must work together to reduce climate-related risks, support sustainable development and protect the environment for future generations.
The declaration also highlighted the growing importance of new technologies, particularly artificial intelligence (AI) and information and communication technologies (ICTs). Members recognised that these technologies can support economic growth, improve public services and create new opportunities for businesses and communities. However, they also emphasised the need to use technology responsibly, follow ethical principles and address risks linked to its development and use.
Overall, the BRICS Parliamentary Forum’s joint declaration covered several major international issues, including terrorism, economic sanctions, UN reform, regional conflicts, climate change and technological development. The members called for countries to work together, respect international law and find peaceful solutions to global problems.
The declaration reflects the forum’s emphasis on cooperation and dialogue as ways to address shared challenges. Its key message is that countries must work collectively to promote international security, protect human rights and support sustainable development.
