Delhi Requires Structural Changes, Not Just Paper Regularization
Ashok Kumar Jain, a retired planning commissioner of the Delhi Development Authority (DDA) and author of Mapping Delhi’s Past, Present and Future, has stressed the need for major changes in Delhi’s urban planning system. He said that simply regularising unauthorised colonies and giving them official recognition would not solve the city’s long-standing urban problems.
Jain explained that Delhi faces several challenges because of its complicated urban structure and rapid growth. The city has expanded over the years, creating difficulties in managing settlements, infrastructure, and public services. He pointed out that regularising colonies on paper may provide legal recognition, but it does not automatically solve the problems faced by residents.
According to Jain, Delhi needs meaningful structural reforms to improve the way the city is planned and developed. He stressed that authorities should look beyond the process of regularisation and focus on addressing the basic problems affecting urban areas. These include the need for better infrastructure, improved public facilities, and proper planning for future development.
He also highlighted the importance of sustainable urban planning. Policies should be designed to support the city’s long-term growth while ensuring that residents have access to essential services and a better living environment. Instead of making temporary changes, authorities should develop practical solutions that address the root causes of Delhi’s urban challenges.
Jain’s views underline the importance of taking a comprehensive approach to Delhi’s development. Better coordination between planning authorities, stronger urban policies, and long-term infrastructure improvements could help the city manage its growing population and expanding settlements.
He emphasised that Delhi’s future development should focus not only on recognising existing colonies but also on creating a well-planned, sustainable, and organised urban environment for its residents.
