Himalayan States Prepare for Glacial Flood Risks

Union Home Secretary Govind Mohan led a meeting with officials from Himalayan states and union territories on September 3, 2026, to assess their readiness for glacial lake outburst floods (GLOFs) and snow avalanches. The discussion focused on improving monitoring systems, planning strategies, and early warning mechanisms.

The meeting came after devastating flash floods in Nepal that killed hundreds and left thousands missing. Representatives from Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh, and Jammu & Kashmir attended, along with senior officials from various central agencies.

Officials discussed the growing risk of GLOFs in the Himalayas, emphasizing the need to monitor vulnerable glacial lakes, identify high-risk areas, map flood paths, and improve warning systems. States shared their efforts to enhance early warnings, community awareness, and emergency response plans.

Mohan stressed the importance of constant surveillance of glacial lakes and avalanche-prone regions, especially during high-risk periods. He called for better coordination between state agencies, district administrations, and scientific institutions to act swiftly on warnings.

The Home Secretary urged a shift from reactive measures to preventive strategies, focusing on reducing risks and building community readiness. States were also asked to review their preparedness plans, fix gaps in early warning systems, and implement corrective measures ahead of extreme events.

Additionally, the Centre requested states to expedite GLOF mitigation projects approved in 2024 and strengthen inter-agency cooperation to minimize losses in vulnerable Himalayan regions.
