Jaishankar Leads UNSC Reform Talks with Global Group

External Affairs Minister Dr. S. Jaishankar joined Saint Lucia’s Foreign Minister Alva Romanus Baptiste for discussions on reforming the United Nations Security Council (UNSC). The meeting was held as part of the L.69 group’s efforts to push for changes that would make the Security Council more representative and effective. The UN continues to conduct intergovernmental negotiations on Security Council reform during its 80th General Assembly session.

The L.69 is a cross-regional group of developing countries from Africa, Asia and the Pacific, Latin America and the Caribbean, including small island developing states. The group has consistently called for comprehensive reform of the Security Council and greater representation for developing countries.

The discussions focused on the argument that the current structure of the Security Council does not fully reflect the present membership and geopolitical realities of the United Nations. L.69 representatives have said that reform is needed to improve the Council’s representation, accountability and ability to respond to modern international challenges.

India has also consistently supported an expansion of the Security Council in both the permanent and non-permanent categories, with greater representation for developing countries and the Global South. Indian representatives have argued that reform should address issues such as membership, regional representation, veto powers and the Council’s working methods as part of a comprehensive process.

Jaishankar has emphasized the need to move the reform process forward rather than allowing negotiations to continue without clear progress. The L.69 has similarly called for time-bound, text-based negotiations to produce concrete outcomes.

The group has also worked closely with African countries and other developing nations on the issue. The wider reform process includes proposals on increasing the number of Security Council members and improving geographical representation.

The United Nations says negotiations on Security Council reform are continuing during the 80th session of the General Assembly. The process covers equitable representation, an increase in membership and other related issues.

For India and the L.69 countries, the reform debate is closely linked to the question of how the UN should respond to today’s conflicts and global challenges while giving developing nations a greater role in decisions affecting international peace and security.
